The close, when Larsen wrote it, split the way his closes usually split: each habitat got the half that was theirs, and the seam went to the Governor.

Eden's half was the shell — a hull occupying a certificated berth under a registry identity it had no claim to, which was fraud against Eden's own dock authority and squarely Superintendent Oyelaran's bureau's to prosecute. The second habitat's half was the working drone and its work orders: eleven unmanifested cargo runs in a quarter, flown under an identity whose berth record said powered down at Eden the entire time. A drone that is officially asleep two habitats away makes an excellent courier. Nobody audits the movements of a machine the ledger says is not moving.

The seam itself — the part neither bureau could have seen, because each ledger read alone was perfect — went into Five-O's report, and Larsen wrote it plainly, because the mechanism deserved plainness: a Compact registry identity attaches to the certification record, not to the hull. The plate is a pointer to paper. Every check the dock runs, short of the physical recertification, reads the paper. Park a shell under the plate and the paper stays satisfied for a full inspection cycle, and the real machine is free to be anywhere, being anything, in the gap between what is certified and what is bolted to it.

He attached both of Alala's photographs. Dust, and the absence of scorch. Four registries, two Commissioners, one Governor's tasking, and in the end the case had turned on the difference between a machine that works and a machine that only holds still — a difference no ledger records and a raven reads at a glance.

The recommendation section was one paragraph. Registry reform was the Compact's business, not his; Five-O's office was the seam, not the statute. But he permitted himself the last line, because eleven years at a boundary teaches you which sentences are worth filing where a Governor will read them: every part of this fraud was visible the whole time — from a vantage point that belonged to nobody. We should assume it was not the only thing parked there.
