The Outer Stations Consolidation Hearing convened at Solar Command, Mars, in 2719 UCSD to assess the Military Space Command's operational adequacy across deep-range and boundary-proximate installations — a review forced, in large part, by the documented response-time failures around Eden Space Habitat and the unresolved disappearance of Patience First.

Eleven weeks into testimony, General Maren Solveig Krast answered a direct question about the MSC's slow response times with the honest version of her institution's defence, ending in a sentence she had not planned in advance: "We tried democracy. The result was forty years of the Coherence Wars and three billion dead. I would rather be called a tyrant than repeat the experiment." Three civilian observers recorded the address without the hearing chair's authorisation. It reached twenty-seven outer-station news services within forty-eight hours, and outran every substantive finding the hearing would go on to produce.

  • The hearing's formal finding — disputed by the MSC officer corps, endorsed by the civilian oversight panel — held that the MSC was structurally adequate for the conditions of 2650 but structurally inadequate for the conditions of 2719, and that the gap was widening.
  • Specific findings included response-time inadequacy at fold-proximate installations, a boundary-zone knowledge deficit, and an accountability gap for local habitats and outer stations with no effective escalation path.
  • General Krast's quote was taught inside MSC culture as defensible institutional memory; critics maintained the Coherence Wars were caused by democratic systems captured and destabilised by interests that could not survive real accountability, not by democracy in the abstract.
