Star Rangers Charter Signed

One year after the Consolidation Accords restructure the Military Space Command into the Solar System Defence Command, the Star Rangers charter is signed. The new institution receives authority to operate at boundary zones, fold-proximate environments, and Concordant-edge anomalies without the committee approval chains that caused the MSC's documented response failures.
The charter names Eden Space Habitat directly. The Constant Margin expedition and eleven years of unresolved anomaly reports there are both cited as operational cases demonstrating why independent boundary-operations capacity is necessary.
The MSC's former senior officers regard the charter as a civilian demotion of military authority. The Oversight Council regards this reaction as expected and not disqualifying.
At the same time as the Survey Corps is created, the Solar System Safety Standards Authority — the USC's independent certification body and institutional successor to United Space Industry Standards — is absorbed into the Star Rangers and reconstituted as the Safety Corps. The Safety Corps retains its structural independence from command direction on certification decisions. Seven centuries of accumulated boundary-proximate operational standards transfer with it, including the Boundary-Proximate Operations Standards that underpin all Survey Corps field certification. Canon facts:
- The Star Rangers are a post-MSC institution. Their independence from military hierarchy is structural, not incidental.
- The Star Rangers are neutral: they take no side in political disputes and cannot be used to lend legitimacy to any political claim.
- The Star Rangers are non-political: their mandate is humanitarian and operational only. They do not govern, legislate, or police any world where local authority exists — the sole, self-terminating exception being the Frontier Corps' caretaker mandate on worlds with no local government or law enforcement of any kind, which ends automatically at a colony's first sworn officer.
- The Star Rangers are self-funded through data licensing, voluntary contributions, and operational fees — deliberately structured so no government can use funding as leverage.
- The Star Rangers have zero jurisdiction on planets or within self-governing orbital habitats above the minimum population threshold. They require an explicit invitation to enter and leave when it is withdrawn.
- The charter forbids the terraforming of any world bearing existing life of any kind — no sapience threshold, no significance test. The Rangers may not conduct, certify, or support such transformation, and a Survey Corps finding of life present closes a world to it.
