Dagny Voss

Dagny Voss has never once been to a world anyone would call beautiful, and has stopped waiting to be assigned to one.

She directs one of the largest orbital refining habitats in Aspenar's ring, overseeing bulk ore processing too hazardous to run at dome proximity and zero-gravity fabrication runs that never touch the surface at all. She was born vacuum-side, in orbit rather than under any of Aspenar's domes, and has spent her entire career arguing — cheerfully, and with the production figures to back it — that Aspenar's orbital habitats do more of the planet's real work than its surface settlements ever get credit for.

• Born and raised in Aspenar's orbital ring rather than under any surface dome.
• Rose through refinery operations to direct one of the ring's largest ore-processing habitats.
• Maintains the habitat's export contribution figures under the Federation's long-term supply contract, including the share routed toward the Federation's material-support compact with the Star Rangers.

Character Notes

Dagny keeps her habitat's production ledger the way some people keep a family record — updated, memorised, and ready to recite on short notice. She is not exaggerating when she says she can name the exact tonnage of refined alloy her habitat alone has contributed to Ranger-bound shipments in a given quarter, and she has never turned down an opportunity to do so, whether or not the conversation called for it.

She is unsentimental about Aspenar's reputation as a world nobody calls beautiful, and treats the description as beside the point rather than as an insult worth answering. Her standard reply, delivered often enough that junior refinery staff can recite it alongside her: the Federation doesn't run its support compact on beauty, it runs it on refined alloy stock, and her habitat ships more of that than any dome-side settlement on the surface below her.

She has little patience for the periodic Federation assembly debate over whether Aspenar's contract structure gives it outsized leverage, on the grounds that a planet whose entire population needs imported food and water reclamation stock to survive a season has no leverage worth discussing — only, as she puts it, a very large bill that keeps getting paid on time.

A note on naming, for anyone cross-referencing the roster: Governor Petra Voss of the Orbital Habitats Compact shares the surname and no kinship the record holds. Both hold orbital posts, which is the only other thing the two names have in common and the reason the pair is worth stating: Dagny Voss runs a refinery habitat at Aspenar under a Federation support compact, and Petra Voss presides over five self-governing habitats in Earth orbit under a different polity entirely. They have no recorded dealings with each other.
