Noögenic Seeding Law

The Noögenic Seeding Law states that successor universes can be initiated through sufficiently deep and stable information-rich minds — not through direct mass replication or physical transfer.

The practical implication: universe reproduction depends on the quality and coherence of minds produced within the parent universe. A valid seed must preserve coherent interior generativity through compression and transference.

Example: Two civilizations of comparable size and technology can differ sharply in seeding potential. One produces enormous populations of shallow, largely interchangeable minds; the other produces far fewer, but some of those minds carry the depth a successor universe requires. Only the second is a plausible seeding source, regardless of its smaller population.
