The request arrived through the Ranger liaison channel at an hour Sohrel's central brain classified, correctly, as an hour no properly staffed human institution should have been generating paperwork at. Reclassification: automated hazard beacon to unresolved anomaly. Grounds: structured audio pattern. Sohrel read it twice, the second time slower, out of something that was not quite suspicion and not quite its opposite.

A junior officer of a neutral institution the Hegemony did not fund and did not command was asking the Prime Ganglion's own administration to reopen a file three centuries settled, on the strength of what amounted to: I listened to it and it sounded like music.

Sohrel's central brain drafted the correct response without difficulty. Politely worded. Procedurally sound. The existing classification stands pending independent verification through established protocol; subjective audio impression is not, on its own, sufficient grounds for reclassification. True. Defensible. The kind of answer that closed a file rather than reopening one, which was, on a world where every open file was a limb-ganglion's worth of attention the Prime Ganglion's structure did not have to spare, usually the correct answer.

The limb-ganglion governing Sohrel's third dorsal arm disagreed, and said so the only way it could: a slow color shift across four centimeters of skin, unreadable to any human on the relay station, that translated — approximately, the way anything cross-modal ever translated approximately — to we catalogued that signal as a beacon three centuries ago because nobody wanted to be the one to say we didn't understand it, and we still don't, and now someone finally has.

Sohrel did not override the limb. Sohrel never fully did; that was not how the negotiation worked, and pretending otherwise was the kind of category error the Hegemony accused everyone else of making. Sohrel sat with both positions — correct and unresolved — the way the species had always sat with such things, and drafted a second line beneath the first, one the human liaison would read as procedural caution and nothing more:

Independent verification is authorised. Ranger officer's original telemetry log to be preserved unmodified pending review.

The central brain declined to file this as agreement, even privately, even to itself — a discipline three centuries old and not about to lapse over one persistent arm. Call it, at minimum, the Hegemony's version of a door left unlatched rather than reopened: a courtesy the central brain extended perhaps once a decade, and never before now, in three centuries of Administrator-Voice service, to a filing already closed this long.

Three centuries was a great deal of noise to have been wrong about. Sohrel's third arm, humming faintly beneath the desk, seemed to think so too.
