On the Record First. The file is still open when somebody else writes in it. A claim built entirely from the Corps' own record is laid against an officer who is not there to answer it and would not have answered it if she were, and the people who hold the record decide, one desk at a time, what holding it means.

• S06E02C01 On the Record FirstThreshold Station, the High Captain's office and the Survey ArchiveA submission to the Oversight Council's inquiry lays two claims against the Corps through its missing Line Captain, and builds both out of the Corps' own open record. The Council answers one. High Captain Wender declines to answer the other, for the one reason that will read worst, and the Survey Archive files the claim where it belongs and adds nothing.
