The number came up the ring at the end of ring's night, on a slate with two columns, and Smith read it the way she read a trace: for what it matched.

It matched the crew's line. Rings under load: a third again. It matched Five-O's file. A berth strike, a deferral, a budget line, a zero set with the damage already in it, and three years of six instruments agreeing with a floor. It matched the Deputy's sentence, the one nobody had written before the twelfth day, and it matched the thing she had declined to write, which she still did not write.

What it did not match was the certification. For the first time since the ninth day, that was the watch's business.

A wrong zero on the Corps' own instruments is a finding. Not a finding about the ring, which was the habitat's; not about the schedule, which was the Compact's; not about the crew, who had no standing and had never needed any. A finding that the monitoring the watch existed to stand beside had been reading the approach from a floor that was not zero, for three years, and that the record the countersign attested to was in order only because the instrument that made it was not. That was within her competence. It was, in fact, the only thing on Eden that was.

So she did not withhold the countersign. She refused it, which is a different word with a reason attached, and she wrote the reason in a form that could be checked: Fold-approach monitoring at approach mount three re-baselined against independent reference, mount five: zero found to incorporate a deflection of the mount under load not named in the certification. Countersign refused on that ground. Referred to the Starwarden. Copied to the Commissioner, Eden, as a courtesy. Then she wrote the one decision that was hers and that nobody would thank her for, and that she would have made again: Instruments to remain on mount three. Not to be relocated.

Varn asked why not. If the mount was carrying what the number said, the Corps' instruments could be moved to a sound one and read true.

"They could," Smith said. "And then nothing on this ring would be reading mount three at all. The number is the only witness that member has. I am not taking it off the stand."

The Compact's answer to Larsen's letter had arrived that morning, before the slate, and she read it to the Deputy now because it was the other half of the day. Commissioner Wayland's office acknowledged the task force's notification, thanked it, and advised that the understructure inspection deferred under the extended interval had been scheduled, for the next budget quarter, which was the earliest the interval allowed. It was a courteous letter. Nobody in it had refused anything. Nobody in it had been asked to.

"The next quarter," Varn said.

"The earliest the schedule allows." Smith put the letter beside the slate, which was where it belonged. "Nobody in that office meant anything by the schedule, and nobody will mean anything by keeping to it. That is what a schedule is for. It lets people hold a date without holding what the date is about."

She looked at the slate's two columns for a while. A third again. Since 2825.

"It does not say when," Varn said. It was not a question this time.

"No." She filed the slate. "It says more. We asked it properly, and that is the answer we got, and it is the only one we are entitled to. More, not when. Somebody else decides when, and they have decided next quarter, and they are allowed to." She turned back to the trace, where six instruments were agreeing with each other every ninety seconds on a floor that was now, at least, written down. "Our job is to be the nearest qualified officer when it stops being a number. Stand your shift."
