Chief Commissioner Dorian Calloway
Dorian Calloway holds the coordination layer nobody notices until it's missing: five habitats' worth of Commissioners, each running a full civil administration and each nominally equal in standing, need one office that can reconcile their competing priorities before any of it reaches Governor Petra Voss directly. That office is Calloway's.
The post is administrative rather than operational by design — the same design flaw the Military Space Command never managed to fix in its own consultative councils, except here it was built in deliberately rather than discovered the hard way. Calloway cannot direct a habitat Commissioner's day-to-day policing decisions any more than the Star Rangers' command ladder can override a specialist corps' guild standards — the comparison has occurred to more than one Compact administrator, usually while filling out the paperwork that makes the limitation explicit.
Orbital Five-O
Commander Kai Larsen's task force reports to the Governor directly for operational tasking, bypassing the Compact's slower consultative councils entirely — that part of Five-O's charter has never changed. What Calloway's office holds is the administrative half: budget reconciliation, cross-habitat logistics, and the standing liaison contact each of the five habitat Commissioners uses when Five-O needs local cooperation rather than local permission. Larsen has described the arrangement, once, as "the Governor decides where I go, and Calloway makes sure nobody's surprised when I get there."
Character Notes
Calloway reads every one of the five habitats' Commissioner reports personally rather than delegating the first pass to staff, on the theory that a coordination office which stops reading its own inputs closely enough to catch the small discrepancies has already failed at the one thing it exists to do.
Space Commissioner Zara Wayland's Eden filings are, by Calloway's own private assessment, some of the cleanest paperwork the Compact receives — a fact Calloway has never mentioned to Wayland directly, on the same institutional habit that keeps most of this office's actual opinions out of anything that gets filed.
