Five self-governing orbital habitats around Earth answer, for civil administration purposes, to one Governor and one compact — a jurisdiction line that has nothing to do with, and does not overlap, the Star Rangers' charter-limited authority. Rangers have no authority inside self-governing orbital habitats at all; the Compact is the government that fills that space, for the ordinary business of running an inhabited habitat, on every day nothing charter-relevant is happening.

Structure

The chain runs, top to bottom:

  • Governor of Orbital Space Habitats — Petra Voss, presiding over all five member habitats. She commissioned Orbital Five-O directly to close an investigative gap none of the five habitats could close alone, and the unit answers to her personally for operational tasking.
  • Chief Commissioner of Orbital Space Habitats — Dorian Calloway, the Compact's day-to-day administrative coordination layer between the Governor and each habitat's own Commissioner. Orbital Five-O also reports through Calloway's office administratively, even though its taskings still come from the Governor directly and bypass the Compact's slower consultative councils entirely.
  • Space Commissioner, one per member habitat — Zara Wayland holds the post at Eden. A habitat Commissioner answers upward to the Chief Commissioner and, in parallel, to that habitat's own elected Mayor — Imogen Petrakis at Eden — a dual line built deliberately, so a habitat's civil administration never has to choose between local accountability and Compact-wide coordination.
  • Detective Superintendent, one per member habitat — Rasa Oyelaran at Eden, answering to that habitat's Commissioner and running the habitat's own civil detective bureau. The Compact sets no uniform requirement on a bureau. Within one, whether a detective wears a uniform depends on the role and on the case — a detective at a resident's door wears it, a superintendent need not, an officer working undercover does not — and Eden's bureau is the worked example of the pattern.
  • Habitat AI Collective, one per member habitat — the Eden Warden at Eden, reporting jointly to that habitat's Mayor and Commissioner and holding general standards authority over the habitat's mobile AI humanoids, plus welfare responsibility for its cyber-enhanced animals. This line runs beside the Superintendent's chain, not through it: a mobile AI humanoid attached to the detective bureau answers to the Superintendent operationally and to the Habitat AI Collective on any question of its own standing or treatment.

The Gap the Chain Has

Read the chain downward and it looks complete. Read it sideways and the hole is obvious: a habitat's Detective Superintendent has jurisdiction over that habitat alone, and nothing in the Compact's ordinary chain can follow a case across habitat lines. Five competent bureaus, five hard edges, and any offence organised to cross an edge is an offence none of them can finish investigating.

That is the specific gap Orbital Five-O was commissioned to close, and it is why the unit takes its taskings from the Governor rather than through the Chief Commissioner's office — a case that has to move between habitats cannot wait on a consultative council. The limit is real in both directions: Five-O's authority runs to the five member habitats and not one metre further.

Five-O is a uniformed unit — unlike the bureaus, which the Compact leaves to decide for themselves, and unlike the old Earth series its name nods at, whose detectives worked in shirtsleeves — because it is the body that arrives on another bureau's deck and has to be read there. That limit also fixes where the unit sits, which is between two things that cannot reach each other. Below it, a habitat bureau works its own deck and no other. Above it, the Star Rangers hold no authority inside a self-governing habitat at all and come only when invited. A bureau that finds a case running past its edge sends it up to Five-O; Five-O, which can follow a case across all five habitats and has a former Survey Corps officer at its head, is the tier that recognises when a case has stopped being a Compact matter — when what a detective has walked into is a boundary reading, a fold-route anomaly, something the Corps has a desk for and the Compact does not — and it is Five-O, on the Governor's authority, that issues the invitation. The bureaus do not call the Rangers, and the Rangers do not come uncalled. The intermediate tier is what makes both of those sentences true at once.

The Desk That Called First (S02E01C01) is the gap being hit from the bottom of the chain, in the form it usually takes — a boring Eden compliance referral that turns out to touch a supply line no single habitat can trace. The Office That Reads Everything (S02E01C02) is the same case reaching the coordination layer, and the reason Calloway's habit of reading all five Commissioners' reports personally rather than delegating the first pass matters operationally rather than as a character note: he is the only place in the structure where five separately-filed curiosities sit in front of one pair of eyes.

Eden's Two Chains

Eden Space Habitat is a member of the Compact for civil administration and ordinary policing — the chain above. It is, separately, a Class I Fold-Proximate Research Platform under joint Star Rangers Survey Corps and Solar System Defence Command oversight for anything touching the Eden Passage itself. The two chains run in parallel and rarely need to consult each other: one governs the habitat, the other governs the fold route the habitat happens to sit beside.

A third, unofficial chain also runs through Eden's civil bureau without appearing on its books at all: the Undercover Pets Detective Agency's own compartmentalised network, which files logs rather than reporting up any chain of command the Compact would recognise. Superintendent Oyelaran signs off on its presence at Eden without ever having been told, by anyone at any level, what it actually is.
