Superintendent Rasa Oyelaran
Rasa Oyelaran runs the closest thing Eden Space Habitat has to an ordinary police detective bureau, and has done so long enough to stop being surprised by how much of it isn't ordinary at all. Eden's compliance framework — twelve requirements and counting since the Constant Margin transit — routes most of its stranger paperwork through her office eventually, whether or not it was written with a civil detective bureau in mind.
She answers to Space Commissioner Zara Wayland, one tier up in the Orbital Habitats Compact's civil administration — a structure that governs Eden's day-to-day habitat life and policing, running alongside, not through, the Star Rangers' Survey Corps and Solar System Defence Command joint oversight of the Eden Passage itself. The two chains rarely need to talk to each other, which both sides consider a feature.
The Bureau
Oyelaran's roster, on paper, is unremarkable for a habitat Eden's size:
- Detective Inspector Wendell Albercombe — reports to Oyelaran directly, and carries the bureau's ordinary caseload: theft, contract disputes, the occasional compliance-framework referral that turns out to be exactly as boring as it reads.
- Detective Assistants Reeves and Lucene-9000 — investigative support intelligences, reporting to Oyelaran operationally. Eden's Reeves is a separate deployment from Threshold Station's — the model is common enough across Concordant-adjacent postings that more than one habitat runs an instance under the same name, a coincidence Oyelaran has stopped bothering to explain to new arrivals. Lucene-9000 handles record retrieval and cross-referencing at a volume no organic assistant could sustain, and answers a direct question with a completeness that has more than once told Oyelaran more than she'd asked for. Both mobile AI humanoids answer to the Eden Warden, not to Oyelaran, on any question of their own standing or treatment — a line Oyelaran has never once had reason to test.
- Detective Senior Sergeant Halvard Osei — a middle-aged, unflappable officer who supervises the bureau's three junior detectives and reports up to Oyelaran in turn. He has never once needed to raise his voice at any of them, which he attributes to hiring well rather than to any particular gift for command.
- Detectives Priya Nakamura, Freya Lindqvist, and Marisol Achebe — three junior detectives, all recently posted, all reporting through the Senior Sergeant rather than to Oyelaran directly. None has a name attached to a case worth remembering yet, though Oyelaran has already started keeping a private, unfiled list of which of the three asks the better follow-up question.
What none of that roster reflects is Agent Barsik or trainee Bubochka, both of whom appear on Oyelaran's books as station-mascot livestock rather than as bureau personnel. She signs off on their presence because refusing costs more paperwork than approving, not because she has ever been told — by anyone, at any level — what they actually are. She has her suspicions. She has never filed them.
Character Notes
Oyelaran's own read on Eden's fold-adjacent anomaly reports is more skeptical than the MSC's original committee findings, and considerably faster: she has learned, the way most of Eden's staff eventually do, that a report which sits unread for eleven months is not a report that was wrong, only a report nobody with authority wanted to be the one to act on.
She has never asked Barsik a direct question. She has noticed that he has never volunteered an answer to one she hasn't asked. She considers this an efficient working relationship and has not examined it more closely than that. The nearest she has come was the spring of 2827, when she wrote his alibi in her own hand — four hours on her desk, in her sight, while a second cat, Zhulik, took the Inspector's stamp — and then put the minute it took him to leave the desk once she had initialled the form in the tray for things she intends to think about (The Unacceptable Cat).
