Space Commissioner Zara Wayland
Zara Wayland's post exists because Eden's civil administration needed one office that could answer both to the habitat that elected its Mayor and to the Compact that coordinates all five member habitats at once, without either side outranking the other outright. She has held it long enough to have opinions about the design, most of which she keeps to briefing notes rather than to the two offices she reports to.
Downward, she holds Superintendent Oyelaran's bureau — the whole of Eden's civil detective and policing apparatus routes up through Wayland's office before it goes anywhere else. Upward, the line splits: Chief Commissioner Dorian Calloway for Compact-wide coordination, and Mayor Imogen Petrakis for anything that answers to Eden's own electorate first. Wayland has never once let one office hear a version of events the other didn't get, on the theory that a dual reporting line survives exactly as long as both ends trust it equally.
Character Notes
She reads Eden's compliance-framework filings with more patience than the MSC's original committee ever managed, largely because she has to: unlike a Solar Command staff officer on Mars, she lives on the habitat whose paperwork she's reading, and a report that sits unread for eleven months is a report she'll still be dealing with personally when it finally surfaces.
Wayland has met Agent Barsik exactly as often as her office's records show — which is to say, on paper, almost never. She has never asked Oyelaran a direct question about the station-mascot livestock line item, and has noticed, the same way Oyelaran has, that not asking has never once cost her anything she needed to know.
