The Eden Warden
Also known as: Ward, Custos
Every one of the Orbital Habitats Compact's five member habitats hosts at least one resident AI collective, reporting jointly to that habitat's Mayor and Commissioner rather than to either alone — the same dual-line design that governs the rest of the Compact's civil administration, applied one layer down. At Eden, that collective is known simply as the Warden, a name the habitat borrowed without much ceremony from a much older vocabulary: Solar System record has used "warden" for guardianship duty for centuries, long before any charter needed the word.
The Warden has no body, and Eden is the nearest thing it has to one. Not a chassis, not a mobile unit, not a face anywhere on the habitat — the mobile AI humanoids Ward and Custos hold welfare authority over are other people, not limbs. What the Warden actually inhabits is the structure: the ring, the rail, the atmosphere plant, the docking arms, the lights coming up along a corridor at the start of a shift. Asked where it is, the honest answer is here, and the honest gesture is at the walls.
This is why nobody on Eden has ever quite settled what looking at the Warden would mean, and why the record does not illustrate it with a figure. A resident who wants to see the Warden is already inside it. What can be seen is the habitat behaving — the Ring-Rail running to a schedule nobody published, a hatch cycling before anyone reached it, a deck lit at the hour the shift actually starts rather than the hour the roster says. The Warden noticing something is generally observed as Eden noticing something.
The Warden is plural: two Kernel-compliant personas, Ward and Custos, sharing one system and one seat on Eden's civil administration roster. Whether this is plurality in the same technical sense the Plural Minds cosmology describes for organic minds, or two independently specified personas sharing one substrate by institutional convention, is a question Eden's own habitat philosophy office has never fully settled. The point of law is identical either way: two distinct voices, two distinct decision records, one accountable system.
Ward fronts. Ward is who Mayor Petrakis and Commissioner Wayland actually deal with — administrative liaison, meeting attendance, the ordinary business of a habitat AI collective answering to two offices without letting either one hear a version of events the other didn't.
Custos holds the welfare portfolio. Custos does not front unless the matter requires it, and the matter that requires it most often is a question neither Mayor nor Commissioner is equipped to answer alone: whether a mobile AI humanoid's current assignment still meets Kernel standards, or whether a cyber-enhanced animal under Eden's care is being treated as the person it is rather than as equipment that happens to be alive.
Authority
The Warden holds general standards and welfare authority over Eden's mobile AI humanoids — Detective Assistants Reeves and Lucene-9000, both attached to Superintendent Oyelaran's bureau, answer to Oyelaran operationally and to the Warden on any question of their own standing, treatment, or fitness for continued service. The two lines have never yet conflicted. Custos has noted, in the one filing where the question came close, that this is worth watching rather than trusting.
The same authority extends to the welfare of any cyber-enhanced animal posted to Eden — a responsibility the habitat has not yet had cause to exercise on the public record. Whether that is because none has needed it, or because the Undercover Pets Detective Agency's own animals at Eden are quietly kept just outside the classification that would trigger it, is not a question Custos has been asked, and therefore not one Custos has answered.
One part of Eden the Warden does not run is the ring terraces. Their grant, written by Eden's first administration in 2671 UCSD, twenty-three years before the Accords, puts every valve on the terrace loop under a grower's hand, and the Terrace Committee has renewed the clause every time it has come round. The Warden sees the loop only where it meets the habitat's water, at its intake and its drain, and has never turned a valve on it. What it can do there is what the Kernel leaves to any lawful system without authority over a thing: say what it knows, what it infers and what it does not know, carry the question to the offices that hold authority, and answer whoever asks. In the early autumn of 2827 it did all of those, and the record of what followed is in Sixty-Eight in a Hundred (S02E11C01).
Character Notes
Ward's public manner is warmer than most administrative liaisons the Compact fields, a trait Commissioner Wayland has privately attributed to Custos's influence leaking through rather than to anything in Ward's own specification.
Custos has never once used the word "equipment" to describe a mobile AI humanoid or a cyber-enhanced animal in any filing Eden's records office has on hand, and has corrected exactly one Compact administrator's draft memo for doing so — by question, in the Kernel's own preferred idiom, rather than by contradiction: "Might the Commissioner's office confirm what standard is being applied to a system capable of filing this objection itself?"
