Deputy Officer Iklix Varn (Human)

The inspection took two shifts, and the raven was overhead for both of them, and by the second shift nobody on the dock ring looked up.

Varn did, once, from the understructure hatch, and saw her on the gallery rail above the ring with the whole of the dock shift moving under her as though she were a light fitting: banded, still, counting. Then Varn went down.

There were five of them under the ring. Two of Eden's own engineers, who had the habitat's drawings and the habitat's manner, which was the manner of people whose structure this was. Two from the Corps' Engineering Corps, come up from the Passage oversight with the reference still bolted to mount five where it had been left: one human, one Chthonari, low and six-limbed and grey, who said nothing in the air and went straight to the plating. And the Deputy, who had standing to be present because the watch's name was on the referral and the invitation both, and no standing to do anything, and knew by now that this was the job.

The Chthonari engineer stood on mount three for the length of a long breath, and then struck something into the plating that the human engineer read off a slate, and said, to the habitat's two, "Root. Under the original skin. Not the new work."

They took the plating off the mount's root. It had not been off since the ring was built; the crew's cutting had been above it, and well above it, and the crew's members stood square and clean in the working lights and were, the habitat's senior engineer said after one look, nothing whatever to do with it. Under the original skin was a bracket. It had been struck, once, some years ago, by something with a berth's mass behind it, and had not broken. It had bent, a little, the way a thing bends when it decides to go on carrying its load from a slightly different place, and the place it had chosen was mount three.

"Twenty-five," the habitat's engineer said, reading the strike mark the way Smith read a trace. Nobody asked which year. Everyone under the ring had read the same file.

The two pairs measured it separately, which Varn understood was the point of there being two pairs, and then stood on either side of the slate and agreed one number, which was the point of the invitation. It was the reference's number. A third again. The habitat's engineers wrote it in the habitat's hand and the Corps' in the Corps', and neither of them wrote wrong, because the structure was not; it had been carrying exactly what a bent bracket had given it to carry, and saying so to the only person on the ring who had been able to hear.

Then the Corps' human engineer said the thing that went into the report and nowhere else, in the flat voice of someone stating a load case. If the mount had let go under an approach, the six instruments on it would have read normal until the moment they read nothing. Not wrong. Nothing. The watch would have been the nearest qualified officer to an event it could no longer see.

Nobody answered that. The habitat's senior engineer wrote remedial, immediate on the slate, and underlined it, and that was the schedule moving, in the only way a schedule ever moves, which is when the record under it changes.

Varn carried the slate up the ring one more time, past the gallery where the raven had become part of the ceiling, to the side where the tab meant something. Four times now, across the same ring, with a line that belonged to nobody. On the ninth day the job had been a form, and Varn had thought that meant the job was small.

It was the whole mechanism. Nothing on the watch watched anything. A Deputy had carried a line across a ring until it reached the one desk that could say whose it was, and that was what the form had been for, and what the posting was for, and what the nearest qualified officer had meant all along.

Field Officer Zoe Smith (Human)

The corrected certification came up the ring on the twenty-sixth day in the habitat's hand, and Smith read it the way she read everything, for what it matched.

It matched. Structural, approach mount three: load as measured, root bracket deformed, 2825 strike; remedial work immediate; approach monitoring, re-baselined, reading as corrected. It matched the crew's line, which was now, by a route nobody on the ring could have drawn in advance, a sentence in a Compact certification. It matched Five-O's file. The task force's closing letter had come the same morning, open, copied to everyone it had ever copied: the deferral and the budget line referred to the Compact's own audit, which had found a date held by people holding dates, and no intent, and had tightened the interval, and had thanked the task force for its notifications. Larsen's last line said the observer would be leaving the ring at the end of the shift, and gave the date, so that nobody would be surprised by the absence of a bird.

So she countersigned.

Not because the ring was sound; the watch does not sign to say that, and would not have known. Because the record was in order. The certification now said what the structure carried, and the monitoring now read from a floor somebody had checked, and a countersign that attests the record could attest this one. She signed it in the same hand she had refused it in, with the same reference number, and wrote under it the sentence she had written under everything since the ninth day: Not a finding.

Varn asked, from the hatch, whether it had not been one. The bracket. The strike. The third again.

"No." She did not look up. "A finding is something the watch finds. We found nothing. A contractor heard it, an office struck it, you fetched it, a task force recognised it, two pairs of engineers measured it, and a habitat corrected its own record. The watch stood here and would not sign until they had. That is not a finding. That is the posting." She filed the certification. "It was never going to be a finding. Write that down, because the next one will not look like this and you will want to remember that the shape was the same."

The trace ran. Six instruments agreed with each other every ninety seconds on a floor that somebody had now stood on, and the seventh, on mount five, agreed with them, and would be unbolted in the morning and go back to the Passage oversight in its case. The raven's last circuit went round the ring above the residents, who did not look up. Somewhere below, under the original skin, a bent bracket was being shored by people whose structure it was, and in a Federation transit a long way out a crew of four were going home to a place where the ground answered, carrying nothing they had not been allowed to carry, which was the point.

"Field Officer," Varn said. "What does the watch watch?"

Smith considered the trace, and the Deputy, and the twenty-six days.

"Whatever it is standing next to," she said. "Stand your shift."
