Rhiannon Ceridwen did not ask to be the first person on Aethelrock a Star Rangers survey officer ever spoke to. She has stopped apologising for it.

She took the headship of Clan Ceridwen nine years ago, on her mother's death, inheriting the central plateau, its thin but reliable grain terraces, and the fold-relay station that has made her clan's territory the most strategically inconvenient piece of ground on the planet. Every signal in or out of the Bruane System passes through Ceridwen land whether the other four clans like it or not, and for most of Aethelrock's history that fact was a technicality nobody had reason to exploit. The rotation decided who spoke for the world. The relay station just happened to sit where it sat.

Reconnection with the Solar System ended the technicality. When Star Rangers survey traffic began mapping fold-route branches near Bruane, it was Rhiannon's station that logged first contact, Rhiannon who fielded the follow-up hails, and Rhiannon who made the calculation that waiting for her clan's turn in the rotation — years off, by the existing schedule — meant letting a first-contact relationship form with whichever clan happened to hold the seat when the Union finally noticed. She answered instead of forwarding the request to the Ridgemoot first, and has never pretended otherwise.

Known History

  • Born on the central plateau, Clan Ceridwen territory, Aethelrock.
  • Took the headship in 2817 UCSD, on the death of her mother, Branwen Ceridwen.
  • Logged Aethelrock's first confirmed contact with Star Rangers Survey Corps traffic in 2824 UCSD, two years ahead of her clan's scheduled turn at the Union seat.
  • Has since corresponded directly with Survey Corps liaison staff on boundary-zone matters, without standing Ridgemoot authorisation to do so.
  • Currently holds the Union seat under protest from the other four clan heads, pending the next Ridgemoot's renegotiation of the rotation.

Character Notes

Rhiannon does not frame what she did as a power grab, and largely means it. Her position is procedural rather than ambitious: someone was going to answer that hail, the station was hers, and a two-year delay on a first-contact relationship struck her as a worse risk to Aethelrock than the accusation of overreach she knew she'd draw. She has not backed down from that reasoning in two years of being told, at every Ridgemoot since, that she was wrong to make it alone.

She keeps the other clan heads' objections on the record rather than arguing them down in the room — a habit that reads as either scrupulous fairness or quiet provocation depending on who is describing it. Fergus Aonghas, head of Clan Aonghas and her nearest neighbour at the Ridgemoot border, has called her "the only person on this world who apologises in the same breath as refusing to stop."

She is fluent in the Survey Corps' administrative register in a way none of her Ridgemoot colleagues have bothered to become, which is precisely the skill that makes her useful to the Union and unsettling to her neighbours: she has spent two years learning to speak past Aethelrock's internal politics to an audience that does not know or care those politics exist. Whether that skill outlasts the coming rotation fight is, by her own account, entirely up to the Ridgemoot.
