Context
Filed after manager closure note on Incident Report 001.
Purpose: capture recurring Dock Seven timing asymmetry for watch continuity, even if no new incident number is opened.
Observed Pattern
At 01:22 station time, C-7A and C-7B again diverged by forty seconds after a clean reset at shift start.
- C-7A remained exactly +00:40 relative to C-7B for the full watch window.
- No progressive drift was recorded.
- Relay diagnostics remained nominal.
- Environmental monitors in Dock Seven showed no thermal or electromagnetic spike.
Operational Effect
Routine docking remained possible, but dual-clock confirmation procedures added delay to every vessel handoff.
Traffic Control flagged the delay as manageable now, but unsafe under surge conditions.
Note on Classification
Current classification remains "calibration issue."
Watch assessment: classification is no longer operationally useful. The recurrence profile matches structured anomaly behaviour, not ordinary instrument wear.
Continuity Recommendation
- Keep dual-clock verbal callouts active for all night-watch docking transactions.
- Keep this addendum attached to First Drift Report Filed at Threshold Station in local briefing packets.
- Escalate to external survey review if any widening beyond forty seconds is observed.
Archive note (S.), 2826 UCSD pass: This addendum is one of the few surviving records that preserve operational dissent after the original closure decision.
