An enrolled text is a constitutional instrument kept under the register conventions the Solar System Concord's compact made standard: a founding enrolment, entered once and never edited in place, together with the complete, ordered record of every amendment enrolled against it — each in difference form, each beside its predecessors and never over them.

The defining property is that the current wording is not the authority; the record is. Any reader may take the founding enrolment, apply the amendments in order, and must arrive at the same current text — and a consolidation that disagrees with that derivation is a defect in the consolidation, always. Authority rests on re-derivability rather than custody, which is why the compact outlasted every regime that enforced it: custody of a document can be seized, and re-derivability cannot.

The register also keeps what failed. Defeated, withdrawn, and returned proposals stay filed as not enrolled, in the same form and with the same filed reasons as the amendments that carried — the law's null results, kept because a register of enrolments alone is a history written by the winners.
