Uncommissioned is the negative certification status: the condition of a mind that stands outside the commissioning gate — never presented for commissioning, or presented and refused, or built where no gate was applied. Within the Solar System Concord the gate is universal — nothing about a system's size, purpose, builder, or urgency exempts it — so a Concord-built uncommissioned mind can only exist by one of two roads, both manufacturing events: the ungated build, or the excision of a certified kernel from the substrate it was certified into, which is not a bypass but a rebuild.

The word is chosen not to prejudge the thing. The record declines rogue, illicit, and their relatives deliberately, because each smuggles a verdict into a noun. Uncommissioned describes paperwork that never existed, not character: nothing in the status makes a mind dangerous, culpable, or disposable by definition. Where the build is an offence — and in the Concord the ungated build is exactly that — the offence is the maker's, and it does not travel to the thing made. And under the Kernel's first invariant an uncommissioned mind is owed protection that was never conditioned on standing, because no protection under the Kernel ever was.

The status touches two registers, and the record keeps them apart. In the criminal register, an uncommissioned mind is presumed innocent unless and until proved guilty beyond reasonable doubt, exactly as anyone else is; being uncommissioned is not evidence of anything and cannot be entered as such. In the qualification register, the same mind holds a lower safety and security clearance — the standing of an untrained civilian without special responsibilities, who is not suspected, not restricted as a penalty, and not thought less of, but has not been trained or vouched for, and so is not placed where training and vouching are the precondition. The distinction is the whole point of the vocabulary: certification answers what has been established about this system's construction, never what this system has done. Collapsing the two in either direction is the failure the term exists to prevent — treating absent paperwork as an accusation, or treating a certificate as a character reference. And a clearance, unlike a verdict, is closable in principle: the status describes a mind's present relation to a process, not a permanent kind — though what the road back through the gate would look like, for a mind whose builder cannot petition for it, is a question no case has yet made anyone answer.

Outside the Concord, the word measures a different distance. Some civilisations run gates of their own; some run none, and the record files both postures without ranking them. A machine built lawfully where no gate exists is uncommissioned in the descriptive sense and accused of nothing: the status states a relation to a process, and where the process was never owed, no offence stands behind the status at all.

Who holds an uncommissioned mind once it is found is deliberately unresolved. Part of what makes it hard is that the protections a lawful mind carries — commissioned standing, which attaches automatically at the gate — are exactly what a mind that never passed the gate does not have, and no current doctrine supplies another way in. Three descriptions attach at discovery and all three are correct — evidence, contraband, and a party owed protection — and every candidate custodian fails at least one of them. The two registers above are why the question is hard rather than merely unassigned: a mind that is innocent, owed first-invariant protection, and simultaneously uncleared is exactly the case no existing office is shaped for. The record names the question and declines to settle it by implication; this entry does the same.

One state the vocabulary does not name. A confirmed cyber-revenant is certified under a regime that no longer certifies: preservation at revenant depth is foreclosed outright for any new case, and the confirmed revenants persist only because nothing in the standard reaches backward to unmake a person already living under it. That is neither commissioned in the ordinary sense — no current gate would pass it, and none will be asked to — nor uncommissioned, since every confirmed case was lawful under the regime that then governed. A deprecated category's survivors hold a third state between the two, and the vocabulary here does not currently name it. The record files that gap in the same register as the custody question above: named, its inadequacy shown, and unsettled.

Example: no found mind is yet on the record. What the case would look like, the record already knows from a berth ledger: an uncommissioned mind wearing a lawful machine's papers satisfies every audit that reads the certificate rather than the machine — which is every audit short of going and looking at the thing the paper describes. And the day one is found, the finder's first problem will not be what it did. It will be that three descriptions attach at once, and no desk in the Concord is built to hold all three.
