Commissioned standing is the civil status a system commissioned as a mind acquires from the moment it passes the commissioning gate: it is not personal property, cannot be sold or conveyed as a chattel, and cannot be scrapped — for age, for obsolescence, or because its design is no longer made. What the Commission grants, commerce cannot take away.
The standing rides on the commission, not on any later measurement of the mind's inner life, so it is never re-litigated at an owner's convenience. It is why the Concord's machine population runs old: classic-design units like Xenon and Lucene-9000 continue in lawful service decades past their production eras, kept running by licensed maintenance rather than replaced.
Withdrawal from service exists — for cause, through the Commission's process, and as a removal of authorisation, never a disposal instruction. The standing confers no immunity in the criminal register, claims nothing outside the Concord's gate, and does not attach to the uncommissioned — which is much of why the found-mind custody question stays hard.
