The referral entered the bureau's queue at 0614 as a maintenance discrepancy, category: plans reconciliation, priority: none. Reeves reconciled it, because reconciling such things is Reeves's function, and had, by 0619, established three facts it considered worth the Inspector's attention and one it did not.
The three: that the survey underlying the referral was accurate — air-handling differentials and pressure-cycle telemetry independently confirmed a fifteenth door on an arc the current plans held at fourteen, opening on a roughly weekly cadence; that the door had once been on the plans, appearing in the habitat's structures registry for enough revisions to acquire a number before being removed in a consolidation forty years ago, filed as routine correction; and that it had been re-surveyed into existence twice since, by two different contractors, and removed again both times, in each case by the next consolidated revision, in each case signed as reconciliation. The plans did not lack the door. The plans were maintained not to have it, which is a different and considerably more expensive condition, and it is the difference between those two conditions that Reeves flagged.
The fourth fact was the survey's provenance, which was unstated. Reeves held an inference on the question, at a confidence it logged precisely and reports nowhere, because an inference is not an answer and no question about it had been asked. Asked directly, Reeves would answer directly; that is not negotiable and never has been. The Inspector asked instead whether the survey was accurate. Reeves confirmed that it was. Both parties were satisfied with the exchange, and Reeves has recorded, separately, that the Inspector's questions have been growing more precise for years in exactly the manner of a man who has begun to suspect what a precise question can spare him.
The complication was geometric. The doorframe sat in the bulkhead between the Deck 5 water run and the Ring-Rail bed — which is to say, in the seam. Tunnel side: Compact civil jurisdiction, the bureau's warrant good to the bulkhead line. Far side: Passage oversight, where a bureau warrant has the legal standing of a polite opinion. Reeves computed the boundary's exact passage through the frame and presented it to the Inspector in the form the Inspector finds most actionable.
"Might I ask," Reeves asked, "whether the Inspector has considered which authority owns the far side of a door that officially has no near side?"
The Inspector said several things, most of them about the week he was having, one of them about how this was the second referral this quarter to read boring at him on purpose, and then — because he is, beneath the complaining, the most reliable instrument this bureau possesses — the correct thing: that a door on the seam needed the other chain in the room, and that with the task force away at Halcyon the other chain, at present, meant whoever the Rangers had sitting at the oversight's rotation desk.
Reeves drafted the liaison request, attached the survey, and noted for its own record a small institutional first: in its entire deployment, this bureau had never previously asked the Rangers' side of Eden for anything. It filed the milestone without comment. Comment is the Inspector's department.
