Three weeks after the review chamber, the backlog queue had not noticed anything had changed, which Shepherd found she preferred to any of the alternatives. File four hundred and thirteen was a fuel-manifest discrepancy from a supply run nobody remembered. She cleared it in under a minute and moved on, glad of the ordinariness, the way a hand is glad of a plain task after it has been asked to do something it wasn't sure it was allowed to do.
The liaison bulletin arrived on the same terminal the reclassification had, which felt, obscurely, like the terminal's business rather than hers. Two lines, routed through the standing data-exchange arrangement and stamped with a Hegemony seal she had learned to read in the last month for the first time in her career:
Consultation authorised: Sentinel telemetry, comparative analysis, Long Shelf reef-city council (Meridian). Requesting Ranger officer's original audio-routing method, documented, for use by Meridian analysts. Conclusions not requested.
She read it twice, the second time for the two words doing the actual work: not requested. Somebody on the Hegemony side had been careful to write that in, and careful, she suspected, for her benefit rather than the Hegemony's own.
She sat with it longer than a two-line request should have taken to answer. Writing up how she'd listened to the pulse was not the same as writing up what she thought it meant, and she knew the difference the way she'd known it in the review chamber — but the review chamber had been her own institution testing her own claim, and this was a subject world's council, on the far side of a jurisdiction the Rangers were only ever guests in, asking to borrow the way she'd found the thing rather than what she'd found. She thought about the review chief's line, which she had been carrying around for three weeks the way she carried the hillside rule, because it had turned out to be the same rule wearing a different uniform: keep filing the distinction you're actually entitled to. Method was not meaning. She was entitled to hand over the first and had no standing to offer the second even if anyone had asked her for it, which nobody had.
She wrote up the routing procedure in four short paragraphs, plainly, the way she'd have written it for a cadet, and appended nothing about what she'd heard in it or what she thought it might turn out to be. Filed it back through the same channel before she could decide there was a version of caution that was really just reluctance wearing caution's uniform.
The acknowledgment came back nine hours later, formally worded, Hegemony-correct on every line — and one line longer than it needed to be, a small addition that read less like protocol and more like something a person had asked to have included: The council notes the method costs nothing to receive and states nothing it did not already suspect. It is grateful regardless.
She had no way to read whatever channel that sentence had actually travelled on before it became words a human could parse, and she found, turning it over at her terminal with the queue still running behind it, that this did not bother her nearly as much as she'd have guessed it should. Some things arrived translated. That they arrived at all was the part worth keeping.
