High Celestials (also higher celestials in older records) is an ambiguous legacy designation, retired precisely because it was used loosely for two different tiers:
- The supervisory coordination tier now formally known as Telearchs — the commoner usage, typically written "High Celestials."
- The force-governing tier now formally known as Mediarchs — typically written "higher celestials," for the beings that encapsulate Gravity, Electromagnetics, Nature, and the other force-domains.
The two tiers are adjacent and aligned — Mediarchs answer up the Telearch line — which is how one loose term came to cover both. It is also why the term could not survive: a record reporting "High Celestial intervention" left readers unable to tell coordination from force-governance.
Disambiguation rule for legacy records: if the passage concerns jurisdiction, continuity budgets, or cross-Concordant coordination, read Telearch. If it concerns a physical law or force — gravity, electromagnetics, the living world — read Mediarch. If it cannot be determined from context, flag the passage rather than guess.
Example: Archival Survey Corps documents predating the terminology revision refer to "High Celestial oversight" of a boundary incident — a Telearch, in current terms. A contemplative chapter's account of "the higher celestial that keeps the tides" is describing a Mediarch.
