Telearch (pronounced: TEL-ee-ark; plural: Telearchs) is the Cascade tier above the Mediarchs and Celestials. Though the Cascade spine lists Telearchs after the Worldwrights, the two are parallel branches under the Archewrights — continuity and creation respectively, created and defined as peer functions: a Telearch does not derive from a Worldwright.

Telearchs are supervisory agents responsible for cross-Concordant continuity governance and enforcement delegation. Their function is coordination at scale: they allocate enforcement scope and continuity budgets across multiple Concordants, and coordinate responses to illegal cross-boundary manipulations.

The retired legacy designation High Celestials most often meant this tier — though older records also used "higher celestials" for the force-governing Mediarchs, which is why the term was retired as ambiguous; see High Celestials for the disambiguation rule. The correct current spelling is Telearch; earlier records may also use Telerarch.

Constraints:

  • Telearchs do not bypass Concordant law.
  • Telearchs must preserve continuity over local preference outcomes.
  • Telearchs cannot revise the hierarchy order.
  • A Noögenic Protouniverse produced by a mind within one of a parent universe's Concordants remains under that parent universe's Telearch jurisdiction — and the higher Cascade strata reachable through them — until the protouniverse stabilizes a Universal Authority of its own. In doctrine, that jurisdiction is exercised from inside: an Avatar of the Telearch walks the forming universe, ministering to its newly formed Harmonarchs directly.

How a Telearch Reaches Inside a Universe

A Telearch is native to no universe and supervises from outside, which leaves a problem: a force has to be administered from within the thing it runs through. The Cascade answers it twice, at different depths.

The standing answer is the Mediarch tier. A Mediarch is a proxy Telearch — the Telearch line acting inside a universe, scoped to a single force-domain. This is the Mediarch tier's substance rather than a resemblance, and it turns three otherwise-bare assertions about that tier into consequences:

  • Co-creation is not two parents of equal kind. The Telearch line supplies what a Mediarch is; the Concordant Principal line supplies the zone-scoping that gives it somewhere to act — substance and jurisdiction, not a merger.
  • Continuity prevails on conflict is not an arbitration rule imposed from above. Continuity is what a Mediarch substantially is, and a proxy cannot rule against the office it proxies for.
  • The dual obligation is not divided loyalty. Zone-local operation of a force runs with the zone's Principal; that force's continuity across boundaries and universes runs up the Telearch line. A proxy answering locally for local matters and to its own principal for everything else is an ordinary arrangement.

Why force-continuity runs up this line specifically. Continuity across membranes is a trans-membrane fact, and the Telearch branch — native to no universe — is the only tier that is itself trans-membrane. The Common Manifold's 20+ band encodes the nonlocal boundary conditions that Worldwright and Telearch operations must satisfy, which is to say the continuity branch already operates where the between is. The exceptional answer is an Avatar — a separate limited person, crossing a temporal register into Material time at Celestial level or below, sent for a particular duty (see the protouniverse constraint above). A Mediarch, by contrast, stays in conceptual time above the Celestials and is a standing office rather than a person sent down. Two answers to one problem: one permanent and structural, one occasional and personal.

Example: When a boundary-zone anomaly begins affecting three adjacent Concordants at once, coordinating the Celestial response across all three is Telearch work — allocating enforcement scope and continuity budget across a scale no single Concordant's Celestials could manage alone.
