In Union Irish: An tÚdarás Uilíoch — the universal authority

A Universal Authority is the native governance body of a universe as a whole — its Concordant Principals in council, plus a presiding seat. It maintains universe-level balance — CEI regulation, entropy behavior, continuity constraints, systemic health.

What It Is Made Of

A Universal Authority is not a separate mind installed above a universe's zones. It is a body, and it has two parts:

Where there is no founder, the Council seats a lead Harmonarch from among its own members instead. The office is the same either way; only its occupant's origin differs.

This is why the Authority's plural and singular forms are both ordinary rather than exceptional: a Council reaching decisions through a Consensus Field, and a founder presiding over one, are the same institution seen from two angles. Plural formations descended from a seed mind — Synarch Minds among them — occupy the founder's seat as a single presiding member, not as a rival council.

On what "answer to" means here. A Principal answers to its universe's Authority, and that Authority is the body the Principal sits in. This is subordination to a council, not to a superior being: the Council holds a universe-wide remit no single Harmonarch has, and binds each of its members within their own zone. A Principal outvoted in council is still bound by it.

Key constraints:

  • A Universal Authority is not supra-universal: its writ ends at its own universe's edge.
  • It administers within the Worldwright's design; it does not author or revise the universe's founding rule-sets.
  • It does not displace, and is not displaced by, Telearch supervision, which operates from outside the universe.
  • It cannot exist before the universe has zones to seat. A universe with no stabilized Concordants has no Council, and therefore no Authority.

Legacy usage: older records use the bare word "Concordant" for this office as well as for the zones. That governance sense is deprecated; in current canon Concordant names the zone, Universal Authority names the universe-level governing body. Those older records also tend to write the Authority as a single mind standing over the Principals, which is the same error in a second form — it is the Principals in council, not a fourth being above them.

Example: A Noögenic Protouniverse is proto precisely because it has no Universal Authority yet — and the composition above says why. Its seed mind has arrived, so the presiding seat has an occupant in waiting, but the universe has not yet stabilized Concordants, so there are no Harmonarchs to seat around it. A founder without a Council is not an Authority. Until the zones settle and the Council forms, continuity oversight defaults upward to the parent universe's Telearchs — jurisdiction filling the vacancy from outside, not becoming the office.
