Council of Harmonarchs

In Union Irish: Comhairle na gCeann Comhcheoil — the council of the heads of harmony

The Council of Harmonarchs is all of a universe's Concordant Principals sitting together. Each governs one Concordant Zone alone; in council they govern the universe.

It is not a Cascade tier. There is no separate class of being called a Harmonarch-in-council — it is the same minds in their second seat, which is why the Council appears nowhere in the Cascade spine between the Principals and the Telearchs.

The Council Is Not the Authority

A Universal Authority is the Council plus a presiding seat, and the distinction is load-bearing rather than pedantic. The seat is held by the universe's founder — its originating seed mind, where the universe was raised by noögenic seeding — or, where there is no founder, by a lead Harmonarch the Council seats from among its own members. Same office; only the occupant's origin differs.

Neither part is an Authority on its own. A founder without a Council is not an Authority, which is precisely what makes a Noögenic Protouniverse proto: the seed mind has arrived and the seat has an occupant in waiting, but no Concordants have stabilized, so there are no Harmonarchs to seat around it.

How It Decides

Through a Consensus Field rather than by counting votes — the mechanism by which a plural formation reaches one position without a tally. A Consensus Field is how the Council decides; a founder is who presides while it does. The two are not alternatives, and records describing an Authority as singular and records describing it as plural are describing the same institution from different angles.

Two Seats

Every Harmonarch holds its own zone and a seat in council, and the two writs differ in reach: a Principal's ends at its zone boundary, the Council's is universe-wide.

This is what "a Principal answers to its Universal Authority" actually means — subordination to the body it is a member of, not to a superior being standing over it. A Harmonarch outvoted in council is bound by the decision inside its own zone regardless. That is the whole of the Authority's hold on a Principal, and it is enough.

Compare: the Star Rangers' own Council of High Captains — every serving High Captain sitting together, holding an authority none of them holds alone. The resemblance is structural rather than borrowed; neither institution is modelled on the other.

Example: A continuity measure that costs one zone and protects the other eleven is exactly the decision a single Harmonarch cannot make and a Council can. The Principal who argued against it administers it at home the following day, and nothing has been done to it — it is a member of the body that decided.
