Cosmic Cascade
Celestials (pronounced: suh-LES-tee-ulz) are the operational enforcement tier of the Cosmic Cascade, sitting below the Telearchs and the force-governing Mediarchs in the fixed hierarchy. They are also the Cascade's temporal threshold: the Celestials are the highest tier that exists — and acts — in ordinary Material-layer time. Above them, the middle strata (Mediarchs, Telearchs, Worldwrights) exist in conceptual time, a real sequence that is not the Material clock, and above the Worldwrights the Cascade is eternal outright. The asymmetry cuts one way: a Celestial can command a Levril, since a command between Material-time tiers is an ordinary temporal event, but the Celestial itself is never commanded — it is defined by the strata above it.
Their function is concrete: Celestials maintain Concordant-boundary integrity through lawful enforcement actions, acting within the scope delegated to them down the Telearch line — by the Mediarchs, its proxies inside a universe. The scale of that work is never smaller than a galaxy and usually wider; a single world falls inside a Celestial's attention only as part of a process that crosses it.
Scope attaches to the process, not to the persons. An enforcement action addresses the unlawful operation and reaches exactly as far as that operation does. Anything not part of it falls outside the action's scope and is left untouched — spared structurally, rather than assessed and found worthy. A Celestial no more adjudicates worth than a Levril does; what it establishes is the boundary of a process, and everything the process does not include is simply not included. Material-layer witnesses to an enforcement action routinely read the distinction backwards, concluding that whoever survived was judged to deserve it. Nothing in the Cascade has ever been obliged to correct them.
The tier is graded within itself, as the Levrils are, and it is one of only two Cascade strata that are. The grade is delegation from the Mediarchs: how broad a scope they entrust a Celestial to act within. That is authority, not reach, since an action still reaches only as far as the operation it addresses. The grades are unnamed, and their number is not established. The retired designations High Celestials and higher celestials do not name it: both meant other tiers (High Celestials).
Frenar is a legacy designation for this same tier. In all current canon, Celestial and Frenar are synonymous. Historical records may use either term.
Example: When an unauthorised Higher-Dimensional Folding attempt threatens to breach a Concordant boundary, it is a Celestial enforcement action — not a Telearch or a Champion — that intervenes. The Celestial's authority to act comes from delegation; it does not originate the law it enforces.
