The Cerebraun Hegemony
Where the Federation of Sentient Beings keeps no capital and no executive on principle, the Cerebraun Hegemony has both, and considers the alternative a category error.
The Cerebraun Hegemony is the governing state of the Cerebraun species and the dominant power across its home cluster: a single central authority — the Prime Ganglion, a rotating council seat held by whichever Cerebraun demonstrates the clearest capacity to hold the whole polity's competing internal signals in coherent balance — with subordinate world-administrations answerable to it rather than treaty partners of it.
Governing Philosophy
The Hegemony's leadership is explicit that this structure is not a historical accident but a direct political translation of Cerebraun neurology: a dominant central brain, and limb-ganglia that execute its decisions rather than negotiate them as equals. Hegemony doctrine holds that a polity, like a body, functions best when authority is unambiguous and centralized, and that the Federation's leaderless consensus model simply relocates the same coordination problem the Cerebraun already solved in their own nervous system, without ever actually solving it.
Member and subject worlds outside the Hegemony's own species do not get a vote on this philosophy. They get an administration.
Structure
- The Prime Ganglion sets Hegemony-wide policy on trade, defence, and inter-world resource allocation, with authority that does not require subordinate ratification.
- Each world under Hegemony administration — Cerebraun-settled or otherwise — is governed by an appointed Administrator-Voice, a Cerebraun official who answers to the Prime Ganglion and holds final authority over that world's local governance.
- Native populations on subject worlds typically retain day-to-day cultural and civic self-management, but no structural veto over Hegemony policy that touches trade, resource extraction, or defence posture.
Meridian, a biosphere world whose native crustacean population predates Cerebraun contact, is administered on exactly these terms: local self-governance under a resident Administrator-Voice, with ultimate authority resting in the Prime Ganglion's council chamber rather than on Meridian itself.
The Hegemony keeps a military of its own, under the same single authority as everything else it keeps.
What Unambiguous Authority Costs the Official Holding It
The structure's price is paid downward, and it is worth stating precisely, because "centralised authority" is usually read as a description of who is comfortable. A Hegemony administrator who authorises the reversal of a settled classification carries personal accountability for that reversal under Prime Ganglion review — independent of whether the reversal is later shown to be correct. Being right is not a defence. It was not the finding that was delegated to them; it was the decision to unsettle something already filed.
The Sentinel reclassification is the documented case. A Hegemony survey pass had catalogued the object's EM pulse as an automated hazard beacon; centuries of classifiers left it there. When a Star Rangers Survey Corps principal heard structure in it and the finding survived independent verification, the administrator who had authorised that verification was neither sanctioned nor cleared. The Prime Ganglion's office formally noted the decision — the Hegemony's way of neither confirming nor closing a question about one of its own, and a standing item in a career thereafter. Relationship with the Star Rangers
The Hegemony's dealings with the Star Rangers are correct rather than warm. There is no standing support compact of the kind the Federation of Sentient Beings maintains, and Hegemony officials have said plainly, on the diplomatic record, that they see no reason to fund an institution they do not command. The Rangers' unconditional neutrality is honored by the Hegemony strictly because it is enforced the same way against every faction, not because the Hegemony finds the principle congenial. Ranger vessels operate within Hegemony space under the same invitation-only jurisdiction limits that apply everywhere else, and the Hegemony has, on at least one recorded occasion, withdrawn that invitation without explanation and without objection from the Ranger crew involved. Offered a non-voting seat on the Rangers' Oversight Council, it declined with the same plainness — a seat without a vote being an arrangement it sees no reason to occupy — and has declined each renewed offer since without discourtesy.
