Syra requested the raw manifests before she requested sleep, because policy language interested her considerably less than outcomes did. Words were intent signals. Manifests were structure, and structure did not have the luxury of meaning to hide behind.
She projected the departure logs across the command table and let the room go quiet around them: rows of names, age bands, assigned priority, boarding timestamps, and — the column she kept returning to — missing tags.
"The protocol did what it was written to do," one local administrator said, her voice brittle with defensiveness worn thin by exhaustion. "It maximized immediate survivability."
"Yes," Syra said, plainly, the way she agreed with anything true regardless of who found it inconvenient to hear. "And it also concentrated mortality into one demographic band."
She expanded the graph until the missing resolved into a shape nobody in the room could keep pretending was random: a clean cliff in the population curve, cut precisely along the line of young adult men. Not because they were less brave. Not because they had failed to comply — if anything, they had complied more completely than any other cohort, passing their own place in line to someone else's child without being asked twice. Because the policy always had one more category scheduled ahead of them, right up until there were no more departures left to have.
"You are implying fault," the administrator said.
"I am naming a mechanism," Syra said. "Fault and mechanism are not the same question, and this room will need both answered eventually, but not in the same sentence, or you will spend the next decade arguing about the wrong one."
Silence held for a moment. Then she continued, unwilling to let the room's exhaustion soften into abstraction before the numbers had finished making their point.
"A strictly applied safety order can preserve life in the first window and destabilize life in the second," she said, and moved to the downstream models. "Care burden increases. Partner loss increases. Birth-rate assumptions fail. Labour replacement lags behind demand. Where a social structure is abruptly thinned this precisely, informal violence risk rises to fill the gap left behind."
One councillor sat down heavily, as though gravity itself had changed weight in the room.
"We followed the rule," he said, quietly, not as a defence so much as a question he didn't yet know how to finish asking.
"I know," Syra said. "That is the tragedy. Not that the rule was broken. That it was kept, perfectly, by everyone, all the way to an outcome none of you were looking at when you wrote it."
She marked the file for Threshold Station under policy-triage rather than misconduct — not an absolution, and not an accusation either, but a record precise enough that whichever team eventually inherited this problem would not be able to pretend it had been either malice or fate. It had been neither. It had been arithmetic nobody watched closely enough, running exactly as instructed, for fourteen hours, until it produced a number with a shape no one intended and everyone had, in their own small compliant way, helped build.
