Star Rangers survey traffic mapping fold-route branches near the Bruane System raises Aethelrock for the first time on record, and the hail lands where the world's only major fold-relay station happens to sit: Clan Ceridwen ground, on the central plateau. Rhiannon Ceridwen answers it herself, rather than forwarding the contact to the Ridgemoot first — a decision she has never disputed making, only the characterisation of it as reckless.
By the Celtic Union charter's own rules, Aethelrock is required to speak with one delegated voice, and the world's five clans keep that voice moving on a fixed rotation rather than settle who holds it permanently. Rhiannon's clan was not due its turn at the Union seat for two more years. She answers anyway, reasoning that a two-year delay on a first-contact relationship risked more than the accusation of overreach she knew the other clan heads would level at her — and they do, at the next Ridgemoot session and every one since.
The dispute does not resolve cleanly along old lines. Cormac Dubhghlas demands the rotation be honoured exactly as drafted. Fergus Aonghas objects on precedent rather than schedule, warning that any clan's convenience becoming the world's policy sets a habit the Ridgemoot will regret. Idris Bryneth opposes the contact itself, arguing that one clan's exposure to an outside power becomes every clan's exposure without consent. Niamh Ó Ceallaigh alone declines to file a formal objection, and instead proposes a compromise rotation that none of the other four have yet accepted.
