A formcluster is the set of archeclusters that trace to a single Formwright — every archetype vocabulary an Archewright assembled out of the lawful templates that Formwright instantiates, together with every universe eventually descended from them. Formwrights instantiate lawful templates; Archewrights draw archetypes and possibility space from whatever those templates admit. It is the same kind of fact as an archecluster taken one tier higher: a statement about authorship, never about command.

It is a foundation, not a bigger archecluster. An archecluster records which archetypes a universe was drawn from. A formcluster records which templates those archetypes were available to be built out of at all. The distinction is the difference between a vocabulary and the grammar that permits it — two Archewrights working the same formcluster can produce archetype sets with nothing recognisable in common, and still neither could have produced the other's from a different Formwright's templates.

It sits inside a conceptual realm. A Formwright works within the mathematical axioms and foundations its Metawright settles, so a formcluster inherits an arithmetic before it inherits a template. Two formclusters under one Metawright may disagree completely about which forms are lawful while agreeing about what can be proved. Two under different Metawrights need not agree even on that, and the Archive treats a proof carried between them as an assertion rather than a result.

Its largest formtype is the manifold itself. Among the lawful templates a Formwright instantiates is the Common Manifold — the arena every membrane in the cluster is seated in, built from its Metawright's mathematics and satisfying Conseleme's standing condition that seating obtain at all. A formcluster is therefore not only a common origin but a common seating, and that is the deeper reason its members are commensurable: they were not merely drawn from one vocabulary, they are laid out in one arena. It also fixes what a formcluster boundary is. Two universes in one cluster have an Interval between them, however vast. Two in different clusters have no measured separation at all, there being no shared arena to measure it across.

Fold transit is defined at this tier. Higher-dimensional folding works by folding the common seating: fold geometry is a property of the manifold formtype, so the channel is specific to, and defined within, the local formcluster. Any two regions seated in the arena can lawfully be brought into fold adjacency; across a cluster boundary there is no arena to fold and no measured separation to compress. The harmonic-wave channel is scoped one tier lower, to the archecluster — the deepest reason the two FTL channels share neither physics nor route map.

It confers no authority in either direction. Nothing in the Cosmic Cascade reverses, and a Formwright has no standing over the universes eventually instantiated far below it — Worldwright authority exists only in primary universes and is not delegated upward or downward. Membership records descent. It never establishes a seat.

Example: Two universes may share a Formwright, sit in different archeclusters, run incompatible physical law, and be unable to host one another's archetypes — and the shared formcluster still holds, because the templates they were each drawn from were the same templates. It explains why they are commensurable at all. It settles nothing else about them.
