The Scope of Physical Law

Ask the record whether gravity is the same everywhere and it will ask what you mean by everywhere. That is not evasion. It is the record's oldest discipline applied to its largest subject: no fact is stated wider than the ground it stands on.

The Rule

Every physical fact has a scope — the widest structure it is a fact about — and the record files each claim at that scope and no wider. Six levels cover the whole of physics, from the operation of a single force to the mathematics that permits force to be lawful at all. In Archive voice, a physics claim with no scope is not yet a claim; it is a sentence waiting for its subject. (Chapters, characters and Codex sources speak as loosely as people do, and that is theirs to do — the same register rule the Etheric vocabulary keeps.)

The Six Levels

From narrowest subject to widest ground:

Mediarch realm. One force-domain under one office, inside one universe — a Mediarch's jurisdiction. Facts about a force's lawful operation live here: its administered invariance, its local and continuity aspects, and its particular reach — that gravity registers across a narrowed Interval while electromagnetics never does is a fact about gravity's realm, not about physics at large.

Concordant. Zone-scoped physics: a Concordant Zone's coherence envelope, its stability and fertility conditions, and the local values the Etheric extension terms take — quiet here, loud near a boundary. The record's statement that this cosmos mimics real-world physics at the Material and Physical layers has always been made within any given Concordant, and that phrasing was the scope discipline working before it had a page.

Membrane. Universe-scoped, Worldwright-selected: the physical constants, the compact-dimension split, and with it the admissible particle and force spectrum — the whole physics-plus-Etheric envelope a membrane is bounded by. Another Worldwright authors a different split and gets a different spectrum; that variation is membrane-scoped by construction.

Archecluster. The archecluster carries the archetype vocabulary its universes are drawn from, and two pieces of physics are scoped to it. The first is the quantum kernel: quantum information — superposition, interference, entanglement, decoherence, and every laboratory no-go theorem — is identical to the real universe's within the local archecluster. This is the claim the record has long written as identical at base, now stated at its scope. The second is harmonic admissibility: which corridor phase-locks are lawful, the vocabulary the quantum space harmonic wave transits on.

Formcluster. The formcluster is the common seating: facts about the Common Manifold live here — fold geometry and the fold-transit channel, the Interval as a measured separation, and commensurability itself, the fact that two universes' measurements can be compared at all.

Mathematical regime. The axioms and foundations a Metawright settles, within which Formwrights instantiate templates — the conceptual realm's arithmetic, and what can be proved in it. The generalisation of quantum mechanics is regime mathematics; the kernel instantiated in this archecluster is one of its lawful forms. This is the widest scope any lawful statement carries. Above it stand the origin tiers, and those are conditions of there being physics, not physics.

Deeper Facts, Wider Scopes

The ladder has an order worth stating: the deeper the fact, the wider its scope. Constants are membrane-narrow; the quantum kernel is cluster-wide; seating is formcluster-wide; provability is regime-wide. What the order buys is the ceiling: nothing physical is Ensemble-wide. Past its scope a fact is not false but unformulable — a corridor chart in another archecluster fails to refer, a separation across formclusters cannot be measured, and a proof carried between regimes arrives as an assertion. The widest thing physics can say is a statement about one mathematical regime, and the Grand Ensemble Multiverse holds many.

A word on universal, because the ladder retires its loose use. The word has exactly two lawful senses in Archive voice: universe-wide, which is membrane scope by another name — the sense in which a Universal Authority's writ runs to its universe's edge and no further — and Ensemble-wide, spanning the Grand Ensemble Multiverse, which no physical fact attains. A physics claim written "universal" in the second sense is ill-formed; one written in the first is just a membrane-scoped claim wearing an older word. Proper names keep their words: a Universal Authority is named in the first sense by definition, and the Universal Concord Standard Date is an institution's name, not a scope claim.

There is also a practical floor, and it sits at the formcluster: no instrument has ever operated outside the local one, and none can — a separation across formclusters is not measurable, so there is nowhere outside to carry an instrument to. Within the cluster, transit reaches exactly as far as each channel's own scope. A corridor runs on one archecluster's harmonic vocabulary and stops where that vocabulary does; a fold runs on the common seating and reaches what the seating makes adjacent — ordinary infrastructure inside a universe and, by the rare certified route, a way into a neighbouring membrane: the single route into Deadwater, and the survey route by which Counterpane was measured at all. Most cross-universe contact is boundary observation all the same; certified inter-membrane routes are the exception, and the record prices them accordingly. The Counterpane survey is also why the older archecluster floor is now stated in the past tense: until it, every laboratory, every archive, every calibrated second in the record sat inside the local archecluster, and cluster-scoped facts and "confirmed by every measurement ever made" picked out exactly the same set. The Counterpane readings are the one class of measurement made outside the cluster, and what they measured is the scoping confirmed rather than breached — the kernel is cluster-wide, and not one rung wider.

Reading the Record

Older filings, and ordinary working prose, say everywhere. Read such a claim at the scope of its subject: a force's behaviour at its realm, a constant at its membrane, anything quantum at the archecluster, anything about seating or separation at the formcluster. The load-bearing instances — the calibrated second, the cavern constraint, the harmonic substrate — have been restated at archecluster scope, and no page's meaning changed by it: everywhere, in each of them, had only ever been used inside the cluster.
